How could expert discussions be held on Improveo?

For this to work, there would have to be an option of making a discussion public, where only invited people (the experts) to the discussions can post opinions The function allowing the public to vote should however be open so that people following the discussion have the option of agreeing with opinions and “spectators” of the discussion have an idea of which opinion the public is swaying most toward.
