Why have some countries not met the Paris agreement?

Paris agreement was signed by about 200 countries in 2015. The aim of this agreement was to lessen the global warming. According to this agreement every country, who has signed the agreement, needed to implement the rules nationally.

In 2015 all the countries signed Paris accord except Syria and Nicaragua. Syria was facing a civil war since 2011. There were multiple parties that claimed their hold over the territory i.e. President, opposition and the ISIS. And it is important to note that greenhouse emission has risen to very high level in Syria. However, in November 2017 Syria has shown its consent to sign Paris accord.

As far as Nicaragua is concerned, their representative, at the conference held by UN, declared that the agreement is nothing more than a failure. They thought that the idea of reversing the climate change by putting the financial burden on rich country did not go far enough.

Nicaragua afterwards agreed to sign the accord despite of their earlier disagreement.

United States of America signed the agreement along with the other countries in 2015, during Obama’s government. But Donald Trump withdrew his country from this agreement by calling it a “permanent disadvantage” on the economy of US. According to the President of United States Paris Climate agreement is derailing US economy and the withdrawal is inevitable.

However, it has been said that US could rejoin the Paris agreement if the restriction on fossil fuel extraction would be lifted. But still there are less chances by US to sign the agreement again during the presidency of Donald Trump.
