At first glance, civil society leadership in Lithuania has improved significantly in local areas, mainly ones that are off-city bounds. The reason behind this is the principle itself that with many people leaving for main cities, smaller ones had to improve their civil society leadership abilities to get what they want and compensate for the people that left. Currently, the government of Lithuania has started funding initiatives for smaller societies, promoting leadership and directing funding at them in order to restore the city and rural area balance. With this in mind, we could say that civil society leadership in Lithuania has improved both small and big city wise, but mainly and more aggresivelly through smaller societies.
