Have countries already taken measures to adhere to the Paris agreement?

The Paris agreement is made up of 195 participating countries, making it the single largest combined global effort to halt and reverse the effects of climate change by lowering carbon emissions. The agreement is flexible and no mechanisms are in place to enforce compliance. The expectation is that each country develops and implements its own plan to mitigate global warming. Only two countries have thus far exceeded their own targets; Morocco and The Gambia. A handful of other countries are on target, India and the Philippines notable among them. A large number of countries fall into the insufficient, highly insufficient and critically insufficient ranges. Perhaps most depressingly, China and USA fall into the highly and critically insufficient categories. So, while countries have taken measures to reduce carbon emissions, in 2018 we look set to fall well short of global targets.
