In my opinion I think its fair to say that Angela Merkel was a very large part responsible for the refugee crisis. Also it is irresponsible because immigrints could have easily seeked refuge in neibouring states until an opportune time to return home arose. The real challenge that Germany now faces is how it will deal with future waves of immigration when it is coping so poorly at the moment.

To be fair Syrian refugees did seek refuge, and were given it, in neighbouring states. in 2015 there were 4.8 million refugees (not including internally displaced Syrians) from the Syrian conflict. Neighbouring Turkey is looking after 2.9 milion of these while neighbouring Lebanon has over 2 million (and Lebanon has a popuation of just 6 million to start with). By comparison the numbers taken by non-neighbouring countries like Germany, with stronger economies and bigger populations to absorb the migrants, have been relatively modest.
