How does a country attract talented migrants?

There are a lot of variables that attracts talented migrants but I would say that education, job opportunities and decent salary are one of the most important ones. Most of talented migrants are people that graduated college or got the opportunity to go to school in some rich and prosperous country. Their motives for moving abroad are job offers and job opportunities with high salary, mainly because in their country that profession is not appreciated enough or if it is underpaid. If you are from the country in which around 25% or more of population is unemployed, odds are you are going to go and try to find a job somewhere else.
