How does a country attract talented migrants?

Opportunities. By offering attractive opportunities with competitive compensation to migrants, a country can create an atmosphere for talented migrants to flourish. This could be achieved by offering positions for someone who is, specifically, a migrant. It could also be achieved by opening positions for everyone, not specifically someone who is a citizen of the nation. By stating that the best candidate will be awarded the job, regardless of nationality, it imparts that a country is striving for excellence. It also helps when fellow employees or citizens are open and enthusastic to the idea of working alongside migrants. A country can also attract talented migrants by ensuring that they, and their families, will be protected and share fair opportunities once they arrive in their new home. A safe setting with ample opportunities for success, and without discrimination, will attract the most talented migrants.

Many countries strive to attract the most talented migrants to keep them ahead in a globally competitive world. However attracting these people is not always easy because most countries want to do the same. Knowledge based industries which have taken over from a primarily labour oriented market, seek both on a public and private scale, to entice those with skills they feel will propel the economy forward. On some levels this can be a pre-emptive move and specialist and skilled teachers might be sought after to improve the academic achievements of native children. In other cases industries or individual companies might want to employ the skills of such people to provide an immediate boost to business.

Often, when governments become involved, they will design immigration and integration policies intended not only to attract those from the talent pool, but also to keep them in the country. Tax and other incentives, possibly related to housing and relocation, may be put in place. However established countries such as the US and to a lesser degree, Australia, Canada and the UK, can select from a large talent pool wishing to migrate to the country and problems attracting talent are few. The issues which do arise affect countries which are less popular locations and these often have to resort to designing packages which are specific to their current requirements in addition to obvious incentives such as lower taxes and housing.

Education and a positive selection process is key here. Those with sought after college educations tend to attract the best students..the Unitied Stated, Great Britain to a lesser extent France, although few stay in the country long term due to the language barriers. The UK currently has tens of thousands of foreign students who also pay greater fees than local student thus making worthwhile contributions to the country's economy in the short term and to the college's coffers.

Events should not be underestimated....Global events such as the Olympics and the Football Worlds Cup creat great showcases for a country and what it has to offer..obviously the imagery is very staged to show only the most scenic parts of the host nation - in the Marathon, Rowing, Sailing and the Cycling for example.

High salaries and ratings for quality of life are also key factors in attracting emigrants - Vancover for example does relatively well due to it's known high ratings for the environmental standing of the city and the cultural and entertainment aspects of it too - as well as being on the doorstep of great scenery and an active outdoors lifestyle.

Attracting internaltional companies that can nurture someone's career and offer high relative salaries are also key

Even though someone might think that nowadays the USA has a negative policy towards migrants, or better to say immigrants coming to live in the States, the truth is - thanks to their politics and smart planning in the past, by importing "brains" from all over the world they had been able to develop all major industries and to flourished economically faster than any other country in the 19. and 20. century ( of course this is not the only reason). Let us just take into consideration that Albert Einstein, Nikola Tesla, Levi Strauss, Joseph Pulitzer were all immigrants and not to forget those who are still making the USA great like Sergey Brin ( Google), Arnold Schwarzenegger (actor), Mariano Rivera (athlete), Mila Kunis ( actress)... Anyhow, the list is very long and the previous comments indicated the obvious - offering good opportunities in the fields of education, research, work or sports career will inevitably attract creme de la creme of the society worldwide.

There are a lot of variables that attracts talented migrants but I would say that education, job opportunities and decent salary are one of the most important ones. Most of talented migrants are people that graduated college or got the opportunity to go to school in some rich and prosperous country. Their motives for moving abroad are job offers and job opportunities with high salary, mainly because in their country that profession is not appreciated enough or if it is underpaid. If you are from the country in which around 25% or more of population is unemployed, odds are you are going to go and try to find a job somewhere else.
