Those with sought after college educations tend to attract the best students..the Unitied Stated, Great Britain to a lesser extent France, although few stay in the country long term due to the language barriers. The UK currently has tens of thousands of foreign students who also pay greater fees than local student thus making worthwhile contributions to the country's economy in the short term and to the college's coffers.
Events should not be underestimated....Global events such as the Olympics and the Football Worlds Cup creat great showcases for a country and what it has to offer..obviously the imagery is very staged to show only the most scenic parts of the host nation - in the Marathon, Rowing, Sailing and the Cycling for example.
High salaries and ratings for quality of life are also key factors in attracting emigrants - Vancover for example does relatively well due to it's known high ratings for the environmental standing of the city and the cultural and entertainment aspects of it too - as well as being on the doorstep of great scenery and an active outdoors lifestyle.
Attracting internaltional companies that can nurture someone's career and offer high relative salaries are also key
