Leading without money can be something very much more contextual and would invite different theories and approaches to explain the situation. Leading without charisma can however be interpreted in two objective ways based on the purpose and mission. Various researches show impressive correlations between the effect charisma and the satisfaction and performance of employees.

However, in such situations as work environments charisma may not necessarily be mandatory. But in the case of larger movements like the Indian Independence Movement for instance, there was a strong need for charismatic leadership to set a vision and drive a huge heterogeneous group of followers on one mission. In such cases, the only style of leadership that may work is charismatic leadership.

It depends. Work environment: Charisma not needed but increases satisfaction & performance. Movements: It's all about charisma.
